Electric heaters are enough for heating 1 or 2 rooms in the house. Another important thing is the insulation the house has. Bad insulation will render convection heaters near to useless, only radiant heater is recommended for such an environment – but radiant heaters are less safe then convection heaters. Micathermic heaters combine the safety of oil-filled radiator and the radiant heat nicely together – the best all around choice IMO.
